11th Young Tibetan Research Scholars’ Conference of TPI Convened in Dharamshala

ATWS Dharamshala, November 4, 2025 – The Tibet Policy Institute (TPI) of the Department of Information and International Relations (DIIR), Central Tibetan Administration (CTA), successfully hosted its 11th Young Tibetan Research Scholars’ Conference at the Administrative Training and Welfare Society (ATWS) in Dharamshala. ATWS provided venue and service facilities to support the event.

The two-day conference, held from November 3 to 4, 2025, kicked off with a warm Opening Ceremony. Chief Guest Ven. Yangten Rinpoche, Secretary of the Gaden Phodrang Office (Office of His Holiness the Dalai Lama), graced the occasion alongside Mr. Karma Choeying la, Director of TPI and Secretary of DIIR, CTA, and a team of TPI officials led by Mr. Tempa Gyaltsen Zamlha la , Deputy Director of TPI.

The Opening Ceremony was moderated by Conference Coordinator, Mr. Tenzin Dalha la, a research fellow at the Tibet Policy Institute. The Session began with an auspicious butter lamp lighting by the Chief guest, Ven. Yangten Rinpoche, followed by an welcome address by Mr. Karma Choeying la. 

In his welcome address, Mr. Karma Choeying la urged the participants and all Tibetan researchers in general to prioritize countering Chinese disinformation and resolving Sino-Tibet conflicts as their key role. He emphasized the importance of leveraging media outlets to raise awareness about the critical situation in Tibet, where Chinese Communist Party aim to annihilate Tibetan identity through their multilateral approaches.  Researchers were encouraged to undertake more translation and research publication work in english language to reach a wider global community and also engage with Indian counterparts and garner public support to sustain Tibet Freedom Movement in long run.

The Chief Guest, Ven. Yangten Rinpoche, delivered the inaugural address, highlighting the indepth meaning and significance of specialized research while explaining the know-hows of conducting it in an unbiased manner.  He appreciated the budding researchers for realizing the long-standing vision of His Holiness for specialized researchers in the history of Tibet and shared insights from Tibetan literature, grammar, and history, emphasizing the practical applications of research in improving people’s lives. Rinpoche suggested few potential focus areas, such as bridging the gap between written and verbal communication for enhanced comprehension of the Tibetan literatures by general literates and crafting factual historical narratives by emerging historian.

Further, he emphasized employing constant inquiry in close consultation with experts as the most important salient feature of contemporary research, above traditional way of silo studying  massive collections of reference information. Maintaining an accurate, objective, impartial, and evidence-based nature of one’s research, even in the case of political analysis for the Tibetan cause, is crucial if researchers aim to meet international standards of research methodology, said Rinpoche.

The conference aimed to provide a platform for young researchers to gain academic exposure, enhance their skills, and exchange feedback. Over two days, participants presented papers and engaged in panel discussions on topics including modern history, Tibetan grammar, and literature. The Opening Ceremony then concluded with a vote of thanks by the Conference Coordinator.

The 2 Day conference concluded with a closing ceremony chaired by Mr. Pasang Tsering la, Principal of Sarah College for Higher Tibetan Studies cum member of the Public Service Commission of the Central Tibetan Administration.

The Conference was led by Expert Mr. Tashi Tsering Josayma la ,former director, Amnye Machen Institute.

Forty participants, including 29 males and 11 females, attended the event, which featured diverse topics and fostered critical thinking and collaboration. Of the forty participants, twenty-six were researchers form 10 different Tibetan Settlements.
