Induction Training for the New Recruits of CTA Commenced in Dharamshala

ATWS Dharamshala 4th August, 2025 : The Public Service Commission of the Central Tibetan Administration (CTA) launched its 20-day Induction Training for new recruits from August 4 to 23, 2025, at the Administrative Training and Welfare Society (ATWS) in Dharamshala. ATWS is providing venue and service facilities for the training.
The opening ceremony was presided over by PSC Chairman Mr. Karma Yeshi la as the Chief Guest, along with PSC Secretary Mr. Tenzin Legdup la. Mr. Legdup la outlined the training’s purpose: to introduce new recruits to the CTA’s structure, functioning, principles, rules, and regulations, as well as the Tibetan community’s situation. He also urged the participants to adhere to the training rules and regulations and make the most of the training, which features many especially trained facilitators from CTA departments to enable them to serve the CTA effectively upon returning to their offices.
Following the Introductory remarks, Chief Guest Mr. Karma Yeshi la delivered a keynote address, highlighting six key points for the participants to focus on during the workshop.
Firstly, he encouraged the participants to pursue persistent learning to build on their innate knowledge, emphasizing its importance for everyone, regardless of intellectual status. He stressed that one should learn not only from senior trainers but also through peer sharing, and avoid the pitfalls of the “three defective vessels” as mentioned in a Tibetan verse. He highlighted that successful governance depends on the expertise and wisdom of its workforce, and that such service is a true lifelong offering to His Holiness.
Secondly, he stressed the importance of upgrading one’s working skills by utilizing intelligence to develop a well-planned, strategic, and innovative working style, which often increases work efficiency, provided one gains a clear understanding of their role and responsibility and adheres to administrative rules and regulations. Along with this, he urged them to be mindful of their conduct and, most importantly, be concerned about their Tibetan identity. Furthermore, citing the example of older generations of civil servants who delivered quality work without AI and modern technologies, he urged the participants to leverage available technological advancements to enhance efficient and quality work delivery. Additionally, he encouraged the participants to develop an understanding of the broader visions and functionalities of CTA’s democratic structural frameworks, charter, etc., to broaden the scopes of their service to the CTA.
The opening session concluded with a vote of thanks by PSC Official Ms. Tsonduel la.
Around 23 new recruits of CTA are attending the training, of which 16 are staff from different Tibetan Settlement Offices across India and Nepal, while the remaining 7 are staff working in the CTA Offices at Dharamshala.
The training is being led by a large team of around 30 training facilitators, including Prof. Naga Sangye Tendhar la, Head of Culture & Research Department, Library of Tibetan Work and Archive; Prof. Tsewang Topla, Ph.D. scholar of Dalai Lama Institute of Higher Learning; Prof. Sonam Gyaltsen la of College for Higher Tibetan Studies; Mr. Karma Lekshey la, Founding Director of Tibetan Centre for Conflict Resolution; Dr. Kyizom la, Tibetan Medical and Astro Institute; and Mr. Ngodup Dongchung la, Representative of Delhi Bureau Office, along with many senior officials and subject experts within CTA departments.
As this training aims to equip the new recruits with the knowledge and skills to adapt to the complex nature of the CTA job, they will be instructed on a wide spectrum of topics, including communication skills, Tibetan History and Culture, Management, Administration and Governance, Leadership, and Technology, over the course of the training.
